Can I award the purchasing power premium on a pro rata basis for services during a reference period?

Yes, as long as there is no discrimination. It would therefore be acceptable for purchasing power premiums not to be awarded to employees who have not worked for a specified period (due to long-term incapacity to work, temporary unemployment, etc.).
